Hi,
I realize this issues have been brought couple of times already, but none of them has any solution for my issues here.
The situation I am in is following:
1. Power BI desktop: "SQL Server" connection manager can't connect to our sql server, no matters Import mode or direct query. Error message listed below
2. Power BI desktop: however "OLE DB" works fine. But can't be refreshed on Power BI service.
3. Power BI desktop: For the existed connect, once I unchecked the "Encrypt connections", it works fine. But still can't be refreshed on Power BI Service.
4. I just downloaded and installed the latest PowerBI desktop and the gateway too.
Anyone has any ideas what the issue might be and how to resolve it?
Error message:
Details: "Microsoft SQL: A connection was successfully established with the server, but then an error occurred during the login process. (provider: SSL Provider, error: 0 - The received certificate has expired.)"

Have you configure SSL on SQL server? If that is a case, I'd like to suggest you to double check credentials to confirm if his credentials is invalid?
