Unable to connect to AWS RedShift from Azure VM

hi am unable to connect to AWS Redshift from a VM running in Azure. It seems to be resolving the name OK but the connection keeps timing out. The error message I get is as below.

Details: "ODBC: ERROR [08S01] [Microsoft][Amazon Redshift] (10) Error occurred while trying to connect: [SQLState 08S01] could not connect to server: Connection timed out (0x0000274C/10060)

Looking at previous messages i have already unchecked "encrypt connections" in the Datasource settings. FWIW the PBI desktop client is installed on a Win10 machine in Azure.
