I have a URL which I want to open which starts with:
ms-infopath:ofe|u|http://
rather than http:
The issue is PowerBI doesn't associated this as a URL so doesn't assign the URL icon.
Is there any way around this. Basically, I have a table and I want the user to be able to click a link and an InfoPath form is displayed?

See the limitation in official blog in the May 2017 update:
If you want to use file URLs, there are some limitations. They will not open in the Power BI Desktop, only in web browsers. For most browsers, you will need to right click on the link, copy the link address, and paste the URL in a new tab.
