Trying to find the total average of a measure that computes a ratio

Normally, PBI lets you modify your values whether it's by count, sum, average etc. in the field column. For some reason, I do not have that option. I have one measure that calculates the sum of houses in an area. I have another some that calculates how much money is being spent in the neighborhood. My third measure (the one I am trying to average) is a simple ratio that calculates the average money being spent per house. I have a table that has a certain neighborhood, the number of houses, the expense, and the ratio. I want a measure that calculates the AVERAGE RATIO for ALL neighborhoods. My end goal is to be able to compare a certain neighborhood's ratio with the average across the region. When I averagex the ratio, it does not work. I can easily do it in excel, but I want the data to be able to refresh and work on it's own as the financials are updates.
