Trafic Lights Column Icon in IT Spend Analysis Sample by Obvience

Hi everyone,

I'm studying the IT Spend Analysis Sample report by Obvience and am coming across a "Traffic light" icon in the Fact Table that seems to indicate a hierarchy with a value, a goal and a status.

The data is used on the "Spend By Cost Elements" page on the top left visual. This seems to be a PowerBI internal feature as the names were translated into French by my PowerBI Desktop version.

Could anyone point me to a ressource where I could learn more on this topic ?
