Traffic Light Indicator doesn't works good

I am using traffic light indicators UNICHAR(11044) in my report. Green/Yellow/Red. Done the below conditional formatting by calculating the averages.

>=0 and <5 = Green

>=-0.1 and <0 = Yellow

>=-5 and <-0.1 = Red

 

When the value comes to 0.00 then the indicators are turning to default black color. Actually it should be showing Green since i gave >=0.

 

Kindly help

As tested, it works on my side. (desktop version: September 2019)

Or you could use the conditional formatting->icon.

Please share me sone sample data so i can analyze further for you.
