How can I create a measure that shows the total year to date only with complete months?

If by completed months you mean all except the current month (unless on its last day), you can do something like:
Measure = CALCULATE ( WHATEVER, Table1[Date] <= EOMONTH ( TODAY (), -1 ) )
Otherwise try to explain better what you need and include an example based on sample data.
