Top N slicer showing all options

I have two slicers, one that shows top 10 clients by a count of records and another that's a simple true/false field. When there's no selection in the true/false slicer the clients slicer correctly shows the top 10 clients. When the true/false slicer has false selected, the clients slicer correctly shows the top 10 clients. However, when the true/false slicer has true selected, the clients slicer shows the scroll bar and you can now scroll through to hundreds of clients, instead of it showing the top 10. Why would this be?
