Tooltips values differ from visual values

Hi Community, 
I hope someone can help. I created a measure showing newly opened Tickets.  The values the visual shows are correct: In calender week 6 the value should be 57.
However the tooltip I built shows 0 tickets. 

Content of the tooltip:
- Ticket IDs 
- Ticket Status
- Ticket Count

Can someone explain why my tooltip's wrong?

Could you please show me the measure formula you use to set tooltips?

This could be a problem with measure's calculation of the context.
