Time Aproximation

Hello Everybody:

 

I have 2 tables, the first has the event date, and the second has the periods when a Operator has logged in the machine. I want to associate the event date with the time period that the specific operator looged in the machine. The log data uses 1 for logging in and 0 for logging out. There are no exact matches

What's your expect out put? User who was logging in when the event happend?
