Threshold measure to make visual dissappear

I have a visual that looks as follows:

 

On the right side under team threshold, I want to set it to 1. When filters are chosen accordingly, the visual dissappears. However, for the above card visual, I am not able to select the "Is less than" drop down. So i am not able to change the options.

However, if the visual is a bargraph, the dropdown works. Team Threshold is a measure. 

Is there any way to make the dropdown work in the card visual? Thank You!

@JosefPrakljacic  Not able to share the pbix file. But this is a sample data.

I would do count of ID as a card visual. 

Measure 1 (Card Visual) : Responded = 

Responded = CALCULATE(COUNT(Sheet1[ID]), Sheet1[Rating]>0)

Measure 2: 

Threshold = IF(CALCULATE(COUNT(Sheet1[ID]), Sheet1[Rating]>0, Sheet1[Level]=1)>822,1,0)

Put this threshold as a visual level filter for the card visuals to set it to 1 (But drop down will not work). When you select Region Fillter as ME, the visual should dissappear. (It does for a bargraph or somehing, but not for a card)
