I have a table with 3 coumns ,i need to use this 3 columns in a table visual which show only row the highest marks,Attaching the input and required output

You can new a calculated table with below DAX formula:
Output = FILTER ( Input, Input[Marks] = CALCULATE ( MAX ( Input[Marks] ), ALLEXCEPT ( Input, Input[Section] ) ) )

If there are 2 instances of highest marks for the same section, then do you want to see both the names in the same cell (comma seperated) or do you want to see two rows?
Drop Section on Rows and then use this measures:
Highest Mark = MAX( Data[marks] )
Name with Highest Mark = CONCATENATEX( TOPN( 1, VALUES( Data[name] ), CALCULATE( MAX( Data[marks] ) ), DESC ), [name] )
