Taking average of one measure against another source file

Dear All,

I am very new to Power BI and got confused in very simple thing. Need to have guidance that I was unable to find out.

I have a measure "CPI" for which I need an average against every "Project Engineers".

The "Project Engineers" are however maintained in another file and "CPI" are maintained in a sperate file. Both of them are linked in power BI through "Project No.". If I need to find individual CPI of each Project No., I am able to get it

but once I try to average or sum it, it gives me wrong figure.
