Tables with multiple relationships and labels

I have two tables, A and B

 

Column X in B is related to P in A (* to 1)

 

Column Y in B is related to Q in A (* to 1)

 

When I create a matrix visualization, using Z from A as my values and Y as my column parameter, the visual will sort the values based on X relationship instead. Is there a workaround for this rather than creating two versions of table B?

 

The reason I want to do this is because I want to "show blank values" for values of my labels Y which might not actually appear in Q.

@username54673It would be nice if you share sample data and relationship diagram, it is bit hard to follow a b c and x y z
