Table relationship functions - Linking similar datasets to compare results on same chart

Hi, I'm trying to get my head around table relationship functions! I'm trying to chart two similar datasets on one visual so I can compare trends locally vs nationally by year. 

 

The datasets have 'road user types' in common, so would like to filter the report by this field, plus I'd like a filter by 'Severity' - I made a stab at creating a join table using the road user types, but not sure how to incorprate 'severity' into the mix.

 

Also now sure how to go about linking the date ranges together. Also the date is stored differently - one just has the year, the other uses an actual date. 

 

Does anyone have any advice how to go about this? ...PBIX sample file here

Create a date table. Marked it has date.

Create a date from the year .

Join both tables with the date.

Created a new graph.
