Hi
How do I format Q1 rows based on their targets?
I.e. Dept A, Q1 should have the 15000 in green
but Dept B should have the 100 in red.
I've tried the other posts similar to this, but I can't find a working solution.

According to your description, here’s my solution.
1.Create a measure.
Color = IF ( MAX ( 'Table'[Q1] ) > MAX ( 'Table'[Targets] ), "Green", "Red" )
2.Turn on the Font color option in Conditional formatting.
3.Select the measure as the based on field.
4.Get the expected result.
