Table Transformation Question

In PowerBI desktop, I have created a Web connection to a table of data that appears as follow:

How can I edit the query so that data is organized as illustrated below?

Having just two columns would also work, a combined year/month column and a values column.

Right click on the year, and then press 'Unpivot other columns'
