Table Totals are of Distinct Column Values

The measure 'hours paid' is created by a forumula getting distinct hours per work order and tech. This is becuase those hours are repeated in the underlying data set. Any idea why the default table Total is not 839.29?  I can see 40 is in two rows but appears only to be counted once.
Hours Paid counts '40.00' only once in the totol.

HoursPaid=SUMX(DISTINCT('rpt Labor'[u_FULLNAME]),'rpt Labor'[dc_TotalHour])

DISTINCT returns only unique variables, since 40 appears twice, it is only being returned once.
