I am trying to understand why the merge operation table expansion create duplicates. There are no duplicates values of tables, 'Age-Event' in both tables. LEFT OUTER or INNER join has the same duplicate results?
Another issue is, unless i use 'Fuzzy search' option, Merge does not find common records.

Not matching without fuzzy merge option - tells us the fields you observe as being the same are not. I think you need to focus on this first. Hidden characters/spaces/some other data mismatch. You're probably going to have to clean up the data.
Educated guess on the 'duplicates when fuzzy merge is on' - Fuzzy merge works on 80% similarities (i think) and from looking at the picture you supplied, it's going to match up quite a few of those fields.
Edit- you can experiment with the fuzzy merge options to narrow the issue down e.g. set the match threshhold higher or set the 'ignore spaces' and other options
