I'm not sure if I understood your question.
Your table doesn't contain a row "Total Revenues", so the measure will return BLANK():
That's what you put in the measure and the result is as expected.
Now what exactly did you expect as a result?

Because data = 0, Total Revenues is not shown in the 1st table. If you look at 2nd table, "Total Revenues" is there. I made 2nd table to show blank.
