Sum vs Don't Summarize

I am trying to count the number of times an individual performed duties at multiple sites on a particular date at the same time.

 

I've counted the rows and I'm getting two different counts for the date field. When I "sum" the values in the hours field I get a count of 3423. When I "don't summarize" the values in the hours field I get a count of 2923. What am I missing that changes the row count?  I used both a measure to count rows and just a simple visual with the same results.  The row count changes when I toggle between sum and don't summarize.

@Anonymous how you expect sum and count to match, see example below

 

two rows with values 2 and 3

 

the sum would be 5 but count will be 2

 

Not sure if I'm missing something here

My apologies for any confusion.  The sum and count should not match. The row counts do not match when the sum/don't sum are toggled. So, if I sum the hours field I have a row count of 2 and don't sum the same field I get a row count of 3. 

@Anonymous hmm, not sure where is this 2 or 3 based on sum/sum off. May be share pbix file, would like to dig into it. seems like there are filters that is including/excluding rows but very hard to tell. On surface it should work
