Trying to Sum [Charged_Hrs] if [StartDate] = [Weeks].
[Weeks] uses Weeknum -> Weeks = WEEKNUM(vw_ShowChargesAndPayForVisits[iDate],2)

You can try to add calculated column to 'client list' table if it works for your requirement:
