Any suggestions for how to remove or prevent conditional formatting on cells that contain no values.
Notice in the image below that cells missing values are colored the same as cells with the number 1.
With the data I am using, there is no way to avoid displaying blank cells (as it indicates that the user did not generate a score for that particular measure).

You can use IF function to add a condition to replace the blank value to a default value, for example:
If([Column]<>BLANK(),[Column],defaultValue)
