Another option is to make a bar chart that allows you to put text as the labels using Charticulator. It takes a little to get going, but that it is a good tool to have in your toolbox when needed.

I believe we don't have this feature as of now. You can show these values as tooltip which can be shown on hover over of bars.

You should add this as an idea on ideas forum or vote for an existing idea at power-bi-ideas.

Oh! that option is not available yet, you may try a Donut Chart if it fits your visualization need, you have an option to show the category as well.
