Sort Order Issue

Hi Experts

 

I need to sort my Level1 by AccountGrpID or Index. I have Sorted Level 2 by AccountID which is fine. But my order for Level 1 is all over the place based on the table if you sort AccountGrpID in Ascending Order....

 

I cannot see the error to hand.
