Some basic questions (almost a free upvote)

I'm using HANA to get my DB, and every moment my DB got updated, i'm using this function in power query to get mt previous row column, and a question poped im my mind, if my db gets updated, will my "prevRow" get updated as well? 

Another question, if i build a simple column as 
"if x = 1 and y = 2 then "Yes" else "No", 
While my database gets updated, will my column get updated or will it get static?

@Anonymous , I think the value should get updated after a refresh/new data load/update.
