Show items with no data

I am new to power bi. I have been researching and trying to find solutions but I cannot for the below situation. I am trying to show the terms with no data when one or more of the filters/ slicers are selected.

I am new to power bi. I have been researching and trying to find solutions but I cannot for the below situation. I am trying to show the terms with no data when one or more of the filters/ slicers are selected. 


I'm afraid the values in chart are based on the selection in slicers, in other words, you could not remove the data based on the slicer. You can only filter the chart by slicer.
