Show Percentage as Number as Opposed to text

Hi Experts

How could i amend the following as number so the if conidition is met and i can apply my CF Rule

VAR _DutyPercentage =

IF(FORMAT(DIVIDE(_duty,_external,0),"0.0%;(0.0%)")<0,1,0)

The above is still as a text value

Where does this expression come from _duty,_external,0
