Should I develop my report base on Iphone first ?

Should I develop all my report base on iphone optimise first ? Or I should develop report iPad first ? 

whocb should come first ? 

hope some one can advise me.

@Paulyeo11 , it should be based on usages.  Where you are going to get more users.
