We have a similar situation to the exposed in this topic
We need to be able to share reports/dashboards with external users our organization. We understand that they must have a PowerBi Pro license but we don't know if there are any limitations with free domains like gmail or hotmail. Are there any restrictions on this as mentioned here?

Yes, the report recipients must have Power BI Pro license. In order to sign up for Power BI, you need aa work email address, while Power BI does not support email addresses provided by consumer email services or telecommunication providers. This includes outlook.com, hotmail.com, gmail.com and others.
When you share report to external users with pro license, they can view the report by clicking the repot.
