Hi,
This might be an odd question but I have a customer that would like to use PowerBI but can NOT use any cloud services (Azure) for sharing and collaboration.
Per his request, no data can be uploaded to the cloud for security purposes.
Any idea how this can be resolved fully on-premise? Costs?

There is a "." append at the end of URL which shouldn't exist. The correct URL is: https://docs.microsoft.com/en-us/power-bi/report-server/quickstart-embed

There are two options:
1. Assume the report has data imported, you can suggest the client users install the Power BI desktop as well, and share the pbix file with them.
2. Install Power BI report server, the user who publishes report to report server requires Pro license, but client users access the report don't require any license. Also please note this requires Power BI Premium or SQL Server Enterprise SA agreement. For more information, please see: https://docs.microsoft.com/en-us/power-bi/report-server/install-report-server

Now assuming we'll take option #2 although this can be add up to $60K/Year (and even a bit more, which is extremly expensive), what are the options my customer will have then, assuming they would like to share their reports embedded into their application with their customers. I know that Power BI premium is meant to have an embedded functionality but isn't that bring us back to cloud services?

Power BI report server is a on-premise solution which behind firewall. Assume you configure the report server, you can grant users permission to view the report follow this article: https://docs.microsoft.com/en-us/sql/reporting-services/security/grant-user-access-to-a-report-serve..., then embed the report follow: https://docs.microsoft.com/en-us/power-bi/report-server/quickstart-embed.
