Create an empty database or excel with the same structure, whatever is the source. Change the connection details to this new empty source and refresh it and save. That should give you empty pbix.

You should share using power bi service. There you can control what to share. You should have min Power Bi pro for that.

The users whom we're going to share the reports with are from different organization. Formerly, they are part of the company, but now they formed a separate legal entity. And sharing of the reports is part of handover to them. Basically, they will have the same data models in PBI. But we do not want to share the records in the datasets that are imported to PBI reports.

In the approach you have suggested, is it possible to open a Power BI template (.PBIT) without Power BI asking me for the data source parameters?
Example scenario - I might only be interested in viewing the Model relationships and parameters of a PBIT that has been edited by my colleague. I do not want to load the entire dataset.
