Set visual filter to a value not currently present in the data

I want to filter a visual based on the Workflow Stage field in Project Online, which has thas about ten different possible values.  However, since we're just starting to work with Project Online, we don't actually have an existing project in each of those possible stages.  Therefore, when I click that field under "Visual level filters", it only shows the values for which a project currently exists.  For example, one of the possible Stages is "Implementation"; we don't currently have a project in that stage, so I can't select "Implementation" as part of the filter for the visual.

 

It seems that the first time a project enters one of those currently-unused stages, it won't be included in the visual like I want it to.  I'll have to modify the report each time until at least one project exists in each stage.  I don't want to use "Select All" because I don't want to include every possible stage in this visual.

 

Is there a way around this, or am I missing something?

@MouserMike sorry I don't know wht data source available from project online, if it is not available from project online then you can create with all the stages in the model itself, end of the day you need a table with unique value of each stage to set relationship.

I'm afraid i cannot fully understand it.It seems you may try page level filter.If it is not your case,could you share some screenshot with some sample data?

Here are the workflow stages defined in Project Online:

Here are the stages that are available when I change the filtering options for this field in a table:

Note that several are missing.  This appears to be because we don't currently have a project in that stage, such as the stages under Testing.

@MouserMike you should have another table with all the stages in it and set the relationship wiht project table on stage, and in filter use stages from "stages" table instead of project table (your existing table)

I don't see any tables related to Workflow stage definitions - or any  other PWA setup data - in the data source I'm using (sites/pwa/_api/ProjectData).  All I see is data related to actual projects.  Is there another data source I can use that would include the setup information, such as stage definitions?
