Section header (from column value) in Power BI

Hi, I have requirement to create sectional header (for region which is dynamic as per column value in the table) like below. Is it possible to achieve this ?

Data: 

Country	Region	City	Metrics
USA	East	Boston	0.95
USA	East	Malden	0.66
USA	East	North Brunswick	0.71
USA	West	Vegas	0.60
USA	West	Reno	0.12

Output required:

Country	East	Metrics
USA	Boston	0.95
	Malden	0.66
	North Brunswick	0.71
	West	Metrics
	Vegas	0.60
	Reno	0.12

Perhaps not in that exact way. I would use a Matrix visualization setup like this:

Rows: Country, Region, City

Values: Metrics

Go into the format painter and turn off Stepped...

Yes, Greg. I was using that approach as alternative in current dashboard. I was trying to achieve in that exact way. Thanks Grag
