Question is: I have an embedded report on a website. Does the daily checking of the embedded report count as activity so the scheduled refresh doesn't actually pause?

According to the offical document. A dataset is considered inactive when no user has visited any dashboard or report built on the dataset.
and The Embed option doesn't automatically permit users to view the report. View permissions are set in the Power BI service. So think embedded report
When the user views, it is the behavior of the user to view the report based on the dataset.
so i think the daily checking of the embedded report count as activity so the scheduled refresh doesn't actually pause.
