Salary Penetration

Hi

I am doing some work on salary penetration within our workforce, looking at the way average salaries penetrate our salary bands. I have previously done this within Excel to produce a combo chart with the salary band represented as a floating bar and the average salary mapped onto it as a scatter point for each band.

I have not yet found a way to recreate this in Power BI and wondered if anyone else has tried and succeeded in doing something similar.
