According to your description, you want to "SUM of TOP N based on conditions".
Here are the steps you can refer to :
(1)This is my test data:
(2)We can create a measure like this:
Measure = var _top = TOPN(5, FILTER('Table','Table'[Document]= BLANK() && 'Table'[Quantity bought]<1000),'Table'[Quantity bought],DESC)
return
SUMX(_top,[Quantity bought])
Then we can meet your need:
