SAMEPERIODLASTYEAR not working

I have a measure, T CLIENTS PQ = CALCULATE([T CLIENTS], SAMEPERIODLASTYEAR(ALL('Date'[Date]))), that is suppose to return total clients for Q1 2018, but it is returning the same quantity as my measure for Q1 2019, which is: 

T CLIENTS =
CALCULATE(
    SUM(PLTABLE[Amount]),
    PLTABLE[TYPE] IN { "clients" }
).
 
I can't seem to figure out how to get my first measure to return the right client data! Anyone have any idea why?

1. Create relationship between data table and the fact table.

2. Create the measure T CLIENTS PQ as below.

 

T CLIENTS PQ = CALCULATE([T CLIENTS],SAMEPERIODLASTYEAR('Date'[Date]))
