Rows between two dates with additional criteria, many to many relationship

Hello,

I have the exact file attached (with some scrubbing). 

Table 1 (Activities) are rows where drivers are assigned to certain vehicles. Table 2 (Toll Details) are tolls that have been recorded with a violation date. All I'm looking for is the ability to have Loaned To (Driver) with the count of tolls from the other table. Only thing that is tricky is that you have to make sure the start/end date of the activity is on the outside of the violation date because drivers are assigned by start/end date.

My end goal is to find out how many tolls (and sum of those tolls) for each driver
