I have a bar chart with my y-axis on the right. No matter what the top value is, the y-axis label is always covered and you can't see the data label. This started happening with the October update both online and now in Desktop since I've updated. Does anyone know a work around for this new problem? I've also tried moving the label to the inside end of the bar, but you can see in the bottom screen shot, my y-axis name is still covered.

I could reproduce this problem in my environment.
As a workaround, you can set the "End" value on X-axis to a larger number. And increase the length of chart to a proper value.

Thank you @v-yulgu-msft, but this does not help. The slicers I use on the data cause the range to fluctuate, so I have to set the "end" value to "Auto"
