Report filter is still affecting my ALL function in measure

I have a report filter to exclude all data that has and [Item Status] of Cancelled.  However I want one calculation to exclude this parameter.  I want it to callculate the sume of my $$ even if it is cancelled.  I have created the measure below:

measure = CALCULATE(SUM(factPPM[Currency Amount  (Fin Plan)]),
    all('Forecast Period'),
    ALL(dimLists[Item Status]),
    factPPM[Financial View (Fin Plan)]="Budget")

 

However, the result of this measure is still affected by the report filter. Im not sure how else to make this calculation not be affected. 

 

Can anyone provide some suggestions?

Hazarding a guess: Do you have a "sort by" column set for dimLists[Item Status]?

If so, you will also need to include that column in ALL.

Hmm, I can't seem to replicate this. I created a measure like:

 

Measure 11 = 
VAR __table = ALL(Table14[Prod Order No_])
VAR __values = DISTINCT(__table)
RETURN
CONCATENATEX(__values,[Prod Order No_],",")

And even if I put in a Report filter excluding some of these, this measure returns all of them.
