Good Day PBI Community,
I've got a dashboard with 2 area charts and a Gauge. I want the gauge to have a REPORT level filter (just for that single gauge) that doesn't affect the area charts. However no matter where I place the filter (in PAGE filter or REPORT filter), every item on the page becomes affected by it.
Is this a bug? Or am I doing something wrong?

This is not a bug it is designed like this:
-Page level filter effects all the visuals on that page
-Report level filters effects all the visuals on all the pages of a report

If not all visuals on the page must be filtered it's not a common page level nor report level filter
You can make a workaround
Make a DAX mesure for those 2 visuals that remove the page/report filter
Not Filtered Sales = CALCULATE([Sales];ALL('Date'[Year]))
OK Thanks. I came from another tool that handled these in the opposite fashion. Each visualization was a "report" and a page was what you could see on a screen and a "Book" was multiple screens.
@Michael_Hammer what hasn't been mentioned here is the 3rd filter that you are looking for, the "Visual Level Filter" - this is the filter that will only effect your gauge (or the visual you have clicked on). You will always see the Page and Report level filters, but must be in the the context of a visual to see the filter you want.
