You can try the following methods.
Sample data:
Measure:
Sum1 = SUM('Table'[Value1])
Sum2 = SUM('Table'[Value2])
This is the view at the beginning
Measure = IF(HASONEVALUE('Table'[Region]),[Sum1],[Sum1]&" "&[Sum2])
Then modify Total's name.
