if your workspace is backed by a Premium license, you can use Power Automate to refresh the dataset more often. Here you will an official blog how to achieve this: https://powerbi.microsoft.com/en-us/blog/refresh-your-power-bi-dataset-using-microsoft-flow/
Please be aware, that the example uses a Sharepoint to trigger the event, instead, it's also possible to run a flow on a schedule: https://powerbi.microsoft.com/en-us/blog/refresh-your-power-bi-dataset-using-microsoft-flow/

Which connect mode are you using? Datasets in DirectQuery/LiveConnect mode can be refreshed at least 15min once.
