Ref# Count on the bases of date difference When date difference is greater 2

with refrence column it shows correct format and calculation of days of ops but when i remove the reference column it grouped the data which i don't want 

Days of OPS =
var DOPS = DATEDIFF('CRM Log'[Initiation Date],'CRM Log'[OPS Action Date],DAY)
 
return IF(DOPS > 2 , COUNT('CRM Log'[Reference #]),BLANK())

Measure:

Days of OPS M =
VAR DOPS =
    DATEDIFF (
        SELECTEDVALUE ( 'CRM Log'[Initiation Date] ),
        SELECTEDVALUE ( 'CRM Log'[OPS Actuon Date] ),
        DAY
    )
VAR _Count =
    CALCULATE (
        COUNT ( 'CRM Log'[Reference#] ),
        FILTER ( ALL ( 'CRM Log' ), [Reference#] = MAX ( 'CRM Log'[Reference#] ) )
    )
RETURN
    IF ( DOPS > 2, _Count, BLANK () )

In Table view, if there are no unique values, the same values will be merged. If you want to output this screenshot below directly, it is not possible without any reference column.
