I am trying to create a bar chart visual for number of crashes per month, but I was wondering if there was a way in PBI to rearrage the x axis so the first bar is the most recent month (as in, instead of it showing as Jan, Feb, Mar...etc, it would show as June, July, Aug, ...)

I think sort by column option will suitable for your requirement, please refer to below link to know more about this feature:

BTW, if you use numeric value as axis, it will disable sort options so you can't find it on visual.(normally click on '...' and you'll find these options)

Could you use relative date filtering?
Set the date field to the visual level filter --> set filter type to relative date filtering --> set show items when the value is in the next XX months --> set include today to checked.
