Is there a way to create an index or rank measure for the following graph, where 'Unknown' is always displayed on the extreme right-hand side of the graph, regardless if it has the lowest value or not?

I am assuming your value is from a measure. In my sample I have another measure that checks the value and returns 0 if it is "Unknown".
Ranking =
VAR _Value = SELECTEDVALUE ( YourTable[Value] )
RETURN
IF ( _Value = "Unknown",0,[Total Amount])
Then I can add this second measure as a tooltip to the chart which will then let me sort by it.
