Ranking data in different ways

I am trying to rank locations by their value, ignoring if a user selects a specific location.

There are many locations and some can be in more than one category. 


I will be displaying the ranking in two ways:

1. A table of all locations showing their rank.

2. A card, showing just the rank of a particular location.

 

Each time i try to crate a ranking measure for the table, it somehow does a cross join between hte location and category.

 

Would appreciate some pointers on how to tackle this. I have placed a sample pbix file with a small amount of data at this link to demonstrate the situation and issue.

not sure if this helps, but what about a calculated column like this:

Rank Sales = RANKX(Location,[Sum of Value],,DESC)
