I am trying to create ranking based on % results.
% result is based on measure :
Renewals Rate HCUK = [Renewals HCUK]/[Settlements]
where
Renewals HCUK = CALCULATE(COUNTROWS(Renewals),FILTER(Renewals,Renewals[Orginal]="HCUK"))
Settlements = CALCULATE(COUNTROWS(Terminations),FILTER(Terminations,Terminations[Type_1]="Settlements"))
I am trying to create ranking which will work for example on Dealer Level. So condition for my ranking should be in column Dealer.
I want to know ranking based on % that it is for example 4 out of 150 or just no. 4 within all
Can you help with any measurement?

Try adding follwing column and see if it works, may be required tweaking based on your table/fields:
Rank = RANKX(FILTER('Table', 'Table'[Dealer]=EARLIER('Table'[Dealer) ), 'Table'[% Column],, DESC,Dense)

It looks like you were calculating two measures based on two data table. What is the relationship between these two tables? And you want to create ranking which will work on Dealer Level, what is "Dealer Level"? Please provide more sample data and show us your desired output.
