RLS for more than 1000 users.

Hi,

I have created a report in powerbi desktop and had roles created as well and i have tested those roles in powerbi service as well. Everything works fine. Now the client is saying he has more than 1000 users so it is not feasible to assign each users to role, which from his point of view correct. I have read about security groups but client is not interested in that as well. Is there a way to do this in PowerBi desktop or Power BI service. Appreciate any help.
